Public comment information: comments may be submitted by attending the meeting or by email, Zoom/telephone, by sending request to [email protected] by noon on the meeting day listing your name and subject in which you wish to speak. Please note that only emails sent to this address will be recognized for the record. Instructions will be sent to the person requesting before the meeting. Persons who will give public comment via Zoom/ telephone will need to leave the microphone muted until the public comment portion of the meeting. Public comments submitted by email will be entered into the official record, distributed to the governing body, and summarized; however, due to personal privacy issues, they are not generally published in the online agenda packet.

The meeting location is accessible to persons with disabilities. A request for an interpreter for the hearing impaired, for a hearing-impaired device, or for other accommodations for persons with disabilities, should be made at least 48 hours in advance of the meeting. The Lincoln City Council reserves the right to add or delete items as needed, change the order of the agenda, and discuss any other business deemed necessary at the time of the meeting.

  • ORS 192.660(2)(a) To consider the employment of a public officer, employee, staff
    member or individual agent.
  • ORS 192.660(2)(f)—To consider information or records that are exempt by law from public inspection.

This meeting will be conducted for Council members, and staff. Representatives of the news media shall be allowed to attend the executive session by viewing the meeting located in the Council Chambers on the third floor of City Hall, 801 SW Hwy 101 Lincoln City, OR 97367.


Executive Sessions are open to the media with the exception of 192.660(2) (d) (labor negotiations) at which the news media’s attendance is at the discretion of Council. (Note: Council has previously made the decision to exclude media from such meetings by Resolution/Order.)


News Media Representatives are specifically directed not to report on any deliberations during the executive session, except to state the general subject of the session as previously announced. In executive session meetings, cameras, tape recorders, and other recording devices shall not be used; except for the official executive session recording. No decision may be made in executive session.
